What is the meaning of hazards of electromagnetic radiation to ordnance?

(DoD) The danger of accidental actuation of electro-explosive devices or otherwise electrically activating ordnance because of radio frequency electromagnetic fields. This unintended actuation could have safety (premature firing) or reliability (dudding) consequences. Also called HERO.
